Ballinger Regional Facility Project

The project objectives are to construct green stormwater infrastructure at City-owned Mathay-Ballinger Park and builds upon a feasibility study being completed in 2020. Project will provide water quality treatment and some flow control for a major portion of the City's Lake Ballinger basin which includes the highly urbanized Highway 99 corridor. Project seeks to achieve stormwater goals while also enhancing the park. Grant funding will be sought at each phase and is anticipated to bring the City portions of the project cost to 25% or less.

Basin

Lake Ballinger suffers from urban flooding and seasonal algae blooms caused by excess nutrients. Water quality and flow control improvements would significantly benefit the Lake ecology and habitat conditions. Additionally, the City is preparing for a future Highway 99 Revitalization project which was anticipated to have significant stormwater mitigation requirements. The proposed project attempts to address both of these needs with one project and leverage stormwater funding into a more efficient mitigation strategy. The project also seeks to enhance a neighborhood park which is a valued, but underutilized, asset to the neighborhood.
