City of Edmonds Comprehensive Plan

Comprehensive Plan is a planning/policy document that outlines a long-term vision and provides direction for future growth and development over the next 20 years.

Cities that are fully planning under the 'Growth Management Act' must conduct a thorough review of their comprehensive plans and development regulations every 10 years. The Plan must be consistent with the GMAPSRC Vision 2050, Multicounty Planning Policies (MPPs) and Snohomish County Countywide Planning Policies(CPPs). 

City of Edmonds completed it's recent periodic update in 2024.

Jurisdictions have the option to amend their comprehensive plans once a year through Annual Amendment process, with some exceptions (RCW 36.70A.130(2)). City Council adopted few changes to the Comprehensive Plan through Ordinance 4420 on December 9, 2025.

The plan establishes vision, goals and policies for each of the plan’s “elements”  - Land Use, Housing, Economic Development, Climate, Culture History and Urban Design, Capital Facilities, Utilities and Transportation.
