Districts

The following districts have been established by the Edmonds City Council and serve the community in an autonomous capacity. Additional districts serving the Edmonds community can be accessed via the menu choices at the left.

Edmonds Public Facilities District

Per the Washington State Revised Code of Washington 35.57, a Public Facilities District is a municipal corporation that has authority to undertake the design, construction, operation, promotion and financing of a Regional Center in the city.

On April 24, 2001, the Edmonds City Council approved Ordinance 3358, thus forming the Edmonds Public Facilities District (PFD). The Public Facilities District board consists of five members originally appointed by the City Council on June 19, 2001.

Phase 1A, renovation of the original Edmonds High School Auditorium into a first class Edmonds Center for the Arts and multipurpose facility, was completed in September of 2006. See the Edmonds Center for the Arts Website for more information.

Edmonds Transportation Benefit District

Per the Washington State Revised Code of Washington 36.73, a Transportation Benefit District (TBD) is a quasi-municipal corporation and independent taxing district created for the sole purpose of acquiring, constructing, improving, providing, and funding transportation improvements within the district.

On November 18, 2008 - The Edmonds City Council approved Ordinance 3707, thus amending the Edmonds City Code to enact a new Chapter 3.65, Edmonds Transportation Benefit District (TBD), establishing a TBD, specifying the boundaries for the TBD, specifying the maintenance and preservation of existing transportation improvements, and fixing a time when the same shall become effective. Following public comments and deliberation, the Edmonds City Council approved Ordinance 3707. The boundary of the Transportation Benefit District is coextensive with the boundary of the City of Edmonds.

The governing board of the Transportation Benefit District is the Edmonds City Council acting in an ex officio and independent capacity per RCW 36.73.020(3).

Edmonds Downtown Business Improvement District

Business Improvement Districts (BIDs), also known as Business Improvement Areas (BIAs), are designed to aid general economic development and to facilitate merchant and service business cooperation A BID is a local self-help funding mechanism that allows businesses and/or property owners within a defined area to establish a special assessment district. In Washington State, BIDs are authorized by statute, i.e., the Revised Code of Washington.
