As authorized under the Edmonds' Municipal Code (10.30- Disability Board) and RCW 41.26, the City of Edmonds' Disability Board is a five-member board comprised of 2 members of the City Council appointed by the Mayor, 1 active or retired firefighter to be elected by the firefighters employed by or retired from the City, 1 active or retired law enforcement officers to be elected by the police officers employed by or retired by the City and one member from the public at large who resides within the City of Edmonds to be appointed by the other four appointed members of the Board. All Board members serve for two-year terms (and may be re-elected) and have a voting right on the Board. The HR staff serves as the City's liaison to the Board.
The LEOFF 1 Disability Board has jurisdiction over the City's 28 Law Enforcement Officers & Firefighters (LEOFF) 1 retirees as provided by Chapter 41.26 RCW. The Board oversees the LEOFF 1 budget as follows: General Expenditure fund, Assisted Living/Long Term Care and the Firemen's Pension Fund ($674,400 total for 2014) as well as approval of expenses paid out of the fund. Additionally, the Board may create and has created reimbursement policies (see Disability Board policies) used by HR staff to efficiently reimburse LEOFF 1 retirees for appropriately documented, medically necessary expenses not covered by Medicare and/or the City provided Medicare supplemental plan.
The Board meets once a quarter (January, April, July and October), usually in the mornings at City Hall to review and approve previous meeting minutes, review and approval of claims expenditures for the quarter, review the LEOFF 1 budget and review and approval of any current LEOFF 1 medical reimbursement requests not covered by Board policies as well as to discuss any outstanding issues or concerns and/or policy creation as needed.

Board Physicians:
Authority: Edmonds City Code, Chapter 10.30 (attached). Terms shall be two years. The Board shall consist of two members of the City Council to be appointed by the Mayor; one firefighter and one law enforcement officer to be elected by the LEOFF 1 plan members and retirees who are subject to the jurisdiction of the board (effective 7/27/03); and one member from the public at large who resides within the City of Edmonds to be appointed by the other four appointed members.
