City of Edmonds - Washington

The City of Edmonds is considering annexation of Esperance, an approximately 464-acre unincorporated area with about 4,500 residents. Esperance is currently governed by Snohomish County jurisdiction and is within the Municipal Urban Growth Area assigned to Edmonds. 

Annexation would make Esperance part of the City of Edmonds and transfer responsibility for many local government services and regulations from Snohomish County to the City.

Esperance has not been annexed yet. Due to aging infrastructure in Esperance, the City of Edmonds is exploring annexing Esperance as two areas to best meet the needs of Esperance. The goal is to annex both areas before July 1, 2028.

On August 18, 2026, the Edmonds City Council directed staff to begin the next stage of annexation planning for Area 1 and to defer consideration of Area 2 while additional information is gathered about the 84th Avenue W bridge. The City expects to get more information in the next 60 days which will inform the one or two area approach to annexation.

Community input will be part of the process before any final annexation decision is made. The City will provide information about proposed boundaries, zoning, resident costs, services and other issues as the proposal develops.

City will soon publish a community engagement plan.
