Traffic Calming Program

The City of Edmonds Traffic Calming Program is designed to assist residents and City staff in responding to neighborhood traffic issues related to speeding, cut-through traffic, and safety. Implementation of a traffic calming program allows local traffic concerns to be addressed consistently, and traffic calming measures to be efficiently developed and put into operation.

2023 TRAFFIC CALMING PROGRAM

As part of the 2023 Traffic Calming Program, the City installed (2) rubber speed tables on 8th Ave. S between Elm Way and 15th St. SW and (4) tables along Olympic View Drive between Olympic Ave and High St. The tables were installed in April 2024. A follow-up survey was recently completed in late 2024 / early 2025 along both stretches. Since more than 60% of the respondents support them, the speed tables at both locations will become permanent. The ones along 8th Ave. S will be converted to asphalt speed tables this Summer and in 2026 along Olympic View Dr. (as part of Olympic View Dr. Overlay from SR-524 to Talbot St.).

2024 TRAFFIC CALMING PROGRAM

In 2024, a total of (16) stretches were submitted by residents. Speed studies along all stretches were completed and the 85th percentile speeds (85% of the vehicles going below that speed) were collected for all. Only the stretches where the 85th percentile speed was 5 mph over the speed limit moved forward in the evaluation. (12) of those stretches met this requirement and were then included in a more detailed evaluation (including # pedestrian generators within proximity, vehicular volumes, total uncontrolled distance, and existing sidewalk along those streets). The top (5) stretches in the evaluation will be addressed in 2025 with the addition of a traffic calming device and / or other enhancements:

96th Ave. W from 220th St. SW to 224th St. SW
76th Ave. W from SR-104 @ 228th St. SW
9th Ave. N from Caspers St. to Main St. 
Walnut St. from 7th Ave. S to 9th Ave. S
228th St. SW from 76th Ave. W to Lakeview Dr.

The (7) other stretches in evaluation will be re-evaluated in 2025 (along with all stretches submitted as part of 2025 Traffic Calming Program). 

2025 CALL FOR TRAFFIC CALMING REQUESTS

The City of Edmonds is requesting public input on the 2025 Traffic Calming Program. In 2025, this annual program has funding budgeted to address speeding concerns and/or reduce cut-through traffic on any street. The program consists of a three-phase process:

(1) Petition and Review for Qualification;
(2) Education / Enforcement; and
(3) Installation of Traffic Calming Devices.

In order for a location to be considered in the 2025 Traffic Calming Program, a Citizen Action Request (Exhibit B below) and Petition Form (Exhibit C below) need to be submitted to the City. The petition must have supporting signatures from at least eight different households within the area. City staff will evaluate each petition and determine if it qualifies for the Program. Projects deemed qualified will be prioritized and pursued based on available funding. In past years, the program has funded the installation of speed radar feedback signs, speed tables, signing and pavement markings. Alternative solutions may be considered depending on location and the traffic concern.
